Navigation Bar- Separate Targets

Let's say I have a Navigation bar with 5 buttons.

Currently:
The nav bar resides in one frame and right now all of the nav buttons launch
their target to another frame.

What I would like to do:
I would like to make 1 of the 5 have its target as the Whole Page instead of
the target frame that the other 4 buttons point to. Is this possible?
Sorry if my description is bad, I can provide different information if it's
needed. Thanks in advance.

I think you've got to have all one target for the link bar.
consider making your own link bar from pictures. just put it on a blank
page and use the FrontPage include page (insert/ web component/ include
page) to put it on any page you want it on.
