Navbar aligns differently in Firefox and IE. Help!

I created a tab style navbar for our new site design. You can view a
sample page at http://www.werc.net/outreach/peer_review.htm (navbar in
question is the K-12 Programs, WERC Resources Center, etc. bar)

I'm using a tiled cell background picture to complete the tab effect.
Firefox and IE are aligning the nav bar differently. Is there anyway
around this or am I screwed if I want to use the navbar for the effect?


Thanks for any help. Comments about the general site design are welcome
too.

Browsers in quirks mode render differently
Set a Doctype in your pages to have the browsers render more consistently
