NAV would not install after upgrade to NAV 2006

I recently uninstall NAV 2005 due to the program expired and try to install
NAV 2006. While installing NAV 2006 it failed its preinstall scan. I
continue with the installation of NAV 2006 and it stop, receive 9999,171
error message. Error:"(9999,171) The installation encountered an error and
is unable to continue" when installing your Norton program. This message
means that the installation failed. To fix this problem, you must uninstall
and reinstall the program. To uninstall Norton program, click here to get
the Norton uninstall tool. I click and lead me to Symantec website for the
AutoFix Tool uninstall Norton Program. The AutoFix Tool would not work due
to my computer would not run ActiveX control. I had to manually down load
and install the following MSIFIX.bat, SymNRT.exe and SYMMSICLEANUP.reg. This
help in uninstalling the NAV program. I did a Windows Search for any folder
or files hidden that had Symantec and delete them. I verify that the
computer is virus free by installing the hard drive onto my other computer.
That computer already had NAV 2006 installed. The scan show no virus on that
drive. I reinstall the hard drive back into the original computer. Exit all
running programs. Delete all files in the Windows Temporary folder. Install
NAV 2006 and again it failed preinstall scan and encountered the same error
9999,171. I install Webroot Spy Sweeper after it failed to install NAV 2006
for the fourth time. Your assists is welcome, Thanks Rick

I'm sorry, but this is not a Windows issue.

Personally I would not touch NAV see the post in 'News n' Stuff'
http://www.howtofixcomputers.com/bb/ftopic124406.html think there's
some in the software section as well and you'll find loads way back
in this section.

Think what you need to do is to run the SymNRT tool which should be on
the CD.... insert the CD go to my computer and open the drive and
select 'Explore' to view the contents on the disc.

After running the tool, reboot and do a search for any files to do
with NAV, then try again.... if that don't work then do the same
again but you may have to do a reg edit (you really need to be
careful here). On one occasion deleting Norton or Symantec products
in the registry worked for me, but you do need to be careful one
mistake here and its a re-format and a re-install of the entire
system.

The proper advice should be to get on to
Symantec letting them be responsible for any damage that may be done
in removing or using 'their' product, as you discovered.... "it
ain't that simple".

If I was you I would re-format, re-install and not to use NAV.
