Names of Empty Folders

Rocky or anyone else who can help, I am still trying to
find out which, if any, of the many empty folders
littering my hard drive I can safely delete. Here is a
list of most of them. These are all empty folders:

(My hard drive is C.)
In C:/Documents & Settings/Treely/Windows contains
only System, which is empty.
In C:/Windows/Config; Connection Wizard; McBin/Shared;
MSAPPS/MSINFO; MUI; System32/3COM, DMI, 1025, 1028,
1031, 1037, 1041, 1042, 1054, 2052, 3076, DHCP,
EXPORT (I think I know what that is and would leave
it.), FxsTmp, IME containing 3 empty folders,
INETSRV, ShellExt, WINS, XIRCOM.

Are there any rules of thumb to identify unnecessary
empty folders in general? I'd sure like to thin out some
of this clutter and would be very grateful for any advice.

Check the dates of the folders. If they match the ones on your XP
installation or the date that you first fired up this copy of XP, leave
them be. For the one in your document&settings folder, I would leave that
alone too.

I have one just like it. In fact, I have duplicates of most of the folders
you have listed. The folders are empty. Since they are not wasting space, I
just ignore them.

The best rule of thumb is to simply leave them alone.
Some may be needed by Windows although it may not appear so.
There will be no space savings since the folders are empty but there
can be bad consequences of deleting something you think has no
purpose.
