Name Related Properties Out of sync

When trying to rename my Default-First-Site get the following error.
Widows cannot complete the rename operation on default first site name
because access is
denied. Name related properties on this object might now be out of sync.
Contact your
system administrator.

Also, don't know if it's related, when i right click to create a new site
the option isn't there.

Any idea as to how I can fix this issue?

Likely it is a permission issue, use another tool like ldp or admod
(with -exterr switch) and check the error messages.
