Mystery: Code Page 28603

I am getting an error on one of my supported SBS 2000 servers requesting that
I load code page 28603. Unfortunately, I can find no language corelating to
this code page number. Error is being generated by Exchange IS probably
trying to display a message that requires this code page language support.

Any assistance will be most appreciated.
