Mysterious temp files

Running XP Pro Sp1, my temp directory keeps gathering these files, named like ~DF83CC.tmp, I go in and delete all but one, it's in
use, and a week or so later a bunch have returned, any idea as to where these are originating?

Normal here, adding one at each boot - as I recollect. Can't say why.

I get these exact type files in my temp directory because of a program
called Title Time, which puts the date and time in the title bar of the
currently active window. From http://www.jumaros.de/rsoft/index.html
There's always one in use so it can't be deleted. Any chance you're running
this program?

In addition, most Windows programs will create temp files to store current
information while they are running. Some programs will not release these
files until the next reboot.
