I'm a newbie in that area, so please forgive.

They are development (or programming) tools not intended for casual
users. But you can install packages (like photo gallery, discussion
forums). There is not yet a user-friendly way to do it, though.

I use XAMPP to run apache, MySQL, and PHP locally on a windows box. Very
easy to install and use.

If you're after the software themselves, they're free anyway. If you want a
PHP editor, you can use Notepad, and if you want free scripts, you can try
http://php.resourceindex.com/

Remember to install phpMyAdmin if you want a GUI for MySQL.

Yeah. I think you just need to be more specific. What do you want to
accomplish with MySQL and PHP? (It won't be me giving answers, but
hopefully somebody will.)

First all you need a server host that has both MySQL and PHP

but there are heaps of scripts http://www.hotscripts.com

Unforunately you have to go throught commercail as well as the free
