I have had this problem from day one!!! We can not be the only two people
using Bellsouth webmail having this problem?

Why are you using that legacy server which has been deprecated for
several years already? The older servers know nothing about modern
things like the SSL option you are using. Either turn SSL off:

Go to Tools, Accounts, select that account, Properties, Advanced,
then uncheck the SSL option.

Or else use the newer mail servers:

If you would like some custom help, you should know by now what I need
from you:
Right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.

Set up a new account in Windows Mail using these instructions:

You are attempting to use an older server that is being decommissioned.

Your mail account settings don't reflect the ones required by the new servers:

POP server: pop.att.yahoo.com, port 995, requires SSL
SMTP server: smtp.att.yahoo.com, port 465, requires SSL
