my spreadsheet keeps formatting 10-12 as 10 Dec, how do i stop it

10-12 is a size not a date, although I have formatted the cell as text, it
keeps reverting to custom
 
Preceede your data entry with an apostrophe [ '10-12 ], which will *not* be
displayed in the cell, but will be visible in the formula bar.

formatting the cell as textUnfortunatley this solution does not work.

If i format the cell as and preceed with a ' and save the file or
re-opening the file it has reverted to 10 Dec.

I am saving the file as a txt file because I need it like that to
import to another program
