Right click the desktop, click Personalize, on the left pane click Change
desktop icons. Check Recycle Bin, then Ok. It should be back on the desktop
again. This happens when you click Delete instead of Empty Recycle Bin. I've
done it several times myself.
right click on your desktop, click personalize and then at the top left of
the window youll see CHANGE DESKTOP ICONS. Click that and then click Recycle
Bin and youll have your bin back on the desktop
