My PC won't shut down

I have just installed (upgraded) a PC from Win 98 to Win
XP. The PC is a four-year-old Fujitsu Scenic (!).
When closing down Win XP, it gets to the stage of saying
that it is safe to turn off the PC and then, when I try
to switch it off via the power switch/button, nothing
happens - it stays on.

Win XP on a more recent machine actually turns the PC
power off without the user having to do it.

Any way to remedy this?
