My "My Picures" folder attribute is stuck on "Read Only"

Hi,

My "My Pictures" folder attribute appears to be is stuck on "Read Only"

Is this normal?

Why is it this way

(The "Read Only" attribute displays as grayed checked check box.)

Can I/Should I change this to normal blank, or Achieve setting?
