When I click on User Accounts in Control Panel I get a blank window labeled res://C:\WINDOWS\system32\nusrmgr.cpl/nusrmgr.hta. what does this mean?

I'm so sorry about your life. A Google indicates that your computer has
been compromised by some sort of dialer or trojan. Immediately remove
it from the Internet and scan with a current antivirus using updated
definitions. Install a firewall. Carefully examine all user accounts on
the system to see if additional ones have been created. If they have
(the poster from one of the links I got from Google had found two
additional administrator accounts created by the Bad Guys), the best
thing to do would be to format the drive and start over. Reinstall
Windows, drivers, programs, restore data from backups. Be sure you have
a good antivirus and firewall installed the next time around. Examine
your telephone bill carefully.

Actually, no, I'm not crazy. If you do a Google for his error, the
resulting links talk about compromised machines where additional
administrative user accounts had appeared. The poster from one link
also had found large charges run up on his phone bill. My reasoning is
that if a machine is found to be compromised to the extent of having
the hacker added as a user, you can't be 100% sure you eradicate all
backdoors unless you format and start over. Now, obviously if the OP's
situation doesn't match the details of others who had that error - and
it certainly might not - then he would want to try cleaning up his
machine differently. So that is why I suggested he first do the normal
troubleshooting, scan with av, put on a firewall, examine his system
carefully, etc. and *then* if he finds it has been compromised to the
extent that it might be according to what others experienced, it would
be smart to wipe it out and start over.

Yes that is logical.... its just that I have formatted so many times in the
past that I hate the process.
When I give advice I try to avoid telling people to format.... only if
everything is so messed up you cannot do anything else.

You are absolutely right, Kenny, that the advice that is so often given
to just format before trying anything else is not correct with XP.
Unlike earlier Windows operating systems, there are usually many other
repair steps one can take with XP first rather than formatting and
doing a clean install. However, when a system has been widely
compromised - and my emphasis is on "widely" - then it would be very
difficult to ensure 100% security without formatting.

BTW, one way of making a format/clean install less painful is to image
your installation after you get it completely set up the way you like
it, including all updates. MVP Alex Nichol uses BootItNG, and saves his
images to DVD. Now that DVD writers are coming down in price, that's a
great way to go.
