My internet explorer or my xp one wont let me open downloaded pict

or install downloaded programs. at all. it lets me download, ask me if i
want to open or save or run or save and ill pick one and thats it.
zilcho. not even an error message. i went to install the ie7 and i cant
even do that. its really starting to bug the fire out of me. can anyone
help?!?!?!?

Hi trucker,
What exactly is you trying to do, are you missing the Open Command on the
download menu or you have trouble with IE7?.
Please let us know in details what you want to acheive.
