My horizontal ruler in Word keeps disappearing

The horizontal ruler keeps hiding above the top of the document and will only
'pop down' for a few seconds if I position the cursor over where it has
'hidden'. All settings under options and layout appear to be correct

- On the Tools menu, click Options, and then click the View tab.

- Under Print and Web Layout options, select or clear the Vertical ruler
(Print view only) check box.

View | Ruler will cause the ruler(s) to be displayed (more or less)
consistently. When this setting is turned off, what causes the ruler(s) to
auto hide is the check box for "Provide feedback with animation" on the
General tab of Tools | Options.
