My help and support center is in Chinese

I have a IBM which was originally equiped with Windows
XP Chinese version, but it was deleted and booted with Xp
English version.

The problem I am having is that my Help and Support
Center is mixed whith Chinese and English
 
Hi Frank,

Sounds like someone tried to install the English version over the Chinese
one. No can do, you must format and do a clean install of the various
language versions in order to change the base language.
