my e-mails are not being sent or received what could this be?

I have recently installed microsoft outlook2003 i have had messages sent to
my email address but haven't received them and people are not receiving the
ones i am sending to them either, what could this be?
 
Have you checked Account settings, using the 'Test' option?
If any err msgs, what are they?

If this is a POP account, have you checked your ISP mailbox with a web
browser to see if the messages you expected actually arrived and are waiting
for Outlook to download?
