my database will not open as a shared file

When one of our users opens the database they get this message: "you do not
have exlcusive access to the database at this time. If you proceed to make
changes you may not be able to save them later."

The default open mode is shared, and the default record lock is none.
 
Do your users have full permissions (in windows) to the folder where your
file lives? Access is a file-base database application and the users must
have full permissions to the folder to open it in a shared environment. A
user must be able to create, modify, and delete the locking file.
 
Check if this user's Access has any PDF's add-ins. You can tell this by
looking at the icons at the toolbar. If there are PDF add-ins, then it's the
problem.
