my computer restarts by itself

my computer restart all by itself. when i shutdown and
turn my pc off it comes back on by itself.my harddrive is
160gb and only reads 127gb .i need help with this also.

Two things. First, for the 160 GB HD reading as 127GB. See this:

Second, for the restart on shutdown, try OFF on #76 left hand side of
