My Computer fails to start properly, the window opens, but fails to find any
drives, if I do start>Run>C: it displays the contents of the C Drive.

Is Control Panel shown in the My Computer window? If you right My Computer,
do you get the usual menu items and do they work? Does right click Start -
Explore work correctly?

This sounds like a registry problem to me. If only the drives are missing,
you may be able to fix it with Tweakui:

http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

Tweakui has a My Computer Panel which allows you to turn on/off the display
of your drives. Worth a try.
 
Have opted to rebuild the PC and still the same problem, so now Believe it
to be hardware problem.
 
It was an Hardware problem The CD-ROM was not working correctly,
disconnected it and alls fine
