My attachments no longer "tack" themselves to my toolbar

Somehow my my attachments no longer appear in the tool bar area as they
always have, they show up in the text area, and now some recipients say that
the attachments cannot be viewed.

You've changed your message format to Rich Text. Change it back to Plain
Text or HTML (Tools>Options>Mail Format).
