multiple VPN users on same subnet

I have 6 end users on a third party site. They are borrowing the 3rd
party LAN to access the internet. All 6 users want to use VPN at the
same time. They say this is not working, only 1 user can use VPN at any
time. Is it possible for multiple users to set up a VPN, where they are
sharing the same subnet or router? Or is it the case that each user
must have their own direct internet connection?

It depends on your router. Some routers are limited just one VPN connection. this search result may help.
