Multiple processes of "iexplore.exe" causing high CPU usage

I have XP with IE SP1. I've experience hang-ups with IE and when I ctrl-alt-del I see multiple iexplore.exe processes running. Once I close them I can resume operations. However, they keep appearing. Can anyone help with the root cause?

This began to occur after downloading two items. The first was a security patch and the second was a pop-up blocker software.
