multiple people accessing a database

I have a database stored on a shared drive. It will not
allow more than one person to view it at the same time.
Is there a way to correct this?
 
All users require full permissions on the folder so that the associated ldb
file can be created/deleted. If the first person in doesn't have create
permission, they can't create the ldb and the mdb gets opened exclusively.
