Multiple "IF"

I'm sorry I didn't make it clear what I needed.
E2 E3
61 E3 needs to be the total of E2. The numbers 0-3=0, 4-10 * 2.43,
11-61*1.75. 4-10 would equal 17.01 and 11-61 would equal 89.25 and the total
should be 106.26.
Any help would be greatly appreciated.
