Multiple access to personal folder on LAN

I am trying to find more information on Personal Folders. I have saved a
Personal Folder on a LAN at work that contains email templates that are
needed by other employees. These are updated frequently. I can't seem to
get another user to access this Personnal folder. Do they only allow one
user at a time even though there is no password?
