MSO 2007 ribbon displays in all programs except outlook

I have MSO 2007 Enterprise and the ribbon displays in all programs except
outlook.

I also do not have the quick access toolbar in outlook.

The ribbon is not present on the main Outlook window. The next version
should have the ribbon fully integrated with Outlook.
