msjet temporary files

My users have started getting "out of memory" errors randomly using my app
which is a VB6 platform using jet 4.0 to connect to local Access databases
with MDAC 2.7. We recently upgraded from Access 97 to Access 2003, which may
be a cause of this problem. I have not been able to successfully
troubleshoot, but a user recently noticed over 31,000 "msjetfoe*.tmp" files
all with different file names and the same date/time stamp. Can someone
explain these .tmp files to me?
