I think this is what your looking for.
Control Panel, Administration Tools, (translating from
french) Domain Security Strategy.
then expand security policies, expand Local Stategy ,
select security options.
Right hand side, look for the policy that reads more or
less like this "Content of message for users logging on".
You can also change the msgbox header. Look for "title of
message for users logging on"
