It's a test to see if MSE can detect viruses burried in zip files as most
other
other virus programs do.

MSE will also detect the eicar file if you scan the zip file once
saved to the drive - still as a .zip file.

It will also scan on download if the download was performed with a
browser that supports the IAttachmentExecute interface.

And, once again - discuss MSE in the MSE forum.

eicar files, however it apparently is programmed to ignore EICAR as a threat
rather it be zipped, double zipped or not zipped at all.
BTW where is it written that I must go to a forum where there having the
same
apparent problem I was having and there was no apparent solution there
either?

Simple - that's the forum for discussing Microsoft Security
Essentials.
This newsgroup is for Windows Defender - different program.

The thread that I pointed you to explained the reason that the Eicar
test file is not detected within a zip file.
