msconfig not working

on xp if you go to start, run: type msconfig you can
select which programs run under the "startup" tab to speed
up your computer. I thought that windows 2000 used that
same command. Incase i was wrong i tried
typing "winconfig" but that is also unsuccesful. how can i
get to that start up tab to take off some programs running
when my computer starts?
