MS06-003: How is Office MultiLanguage Packs affected without Outlo

I am working on assessing this vulnerability for my organization. The Kb
says there are no known exploit vectors for systems without Exchange or
Outlook installed but with the MultiLanguage Pack installed, the patch is
recommended.

Why?
 
No known does not mean none possible
The vulnerablity exists if the bits are not replaced.
That the currently known ways to get at the bad bits
can be listed does not mean others does not now or
in the future exist.
