MS "Query", MS Excel not playing nicely

Using Excel 2000 (9.0.2720), Clicking Data, Get External Data, New
Database Query. Not working. Says, "Waiting for data to be returned
from Microsoft Query" in the status bar, then pops up a dialog that
says, "Microsoft Query could not be started because it isn't
installed. You can install Query by running the installation
programyou used to install Office or Excel. The Query option is in the
Office Tools category."

But I *DID* install Query!!!

If I set MS Query (in Control Panel, Add/Remove Programs, MS Office)
to "install on 1st use", then Excel knows it needs to be installed,
seems to be installing it, then pops up the message above. I've even
uninstalled Excel and all the 'Office Tools', then reinstalled them.
If I explicitly install Query at that point, then Excel immediately
gives the 'can't start because it isn't installed' message (when I
click New Database Query). If I set it to 'Install on 1st use', Excel
exhibits the behavior described above (knows it needs to install it,
starts the installer, THEN gives the 'it isn't installed' message.
Arrrrrrrrrgh!!

Help? Class? Anyone? Class? Anyone?

Well, I think my problem is somehow similar to that MSKB article. I
thought you had nailed it, but the article is for Excel for the
Macintosh. The 'fix' it suggests doesn't seem available to me. But
thanks for playing!

Anybody else?
