ms outlook options will be grade out or disable after some time

hi,
I have installed windows xp with sp2, office 2003, after opening
microsoft outlook 2003 after 5 or 10 min all options like new, reply,
reply all & send options will be grade out or disabled.
I am not able resolve this problem, pls. suggest me what could be done
 
Close Outlook and locate and delete outcmd.dat. See if that helps.
