MS outlook Message attachment duplicate

When I using Outlook forward included 3 attachment message (HTML). I have
checked the send item only 3 attachment. But another user received message
included duplicate 3 attachment. Please advice how to fix the problems.

Please advice how to check. When I use received duplicate attachment messafe
forward to Internal other e-mail just no problems. But When our overseas
office send forward message to me, I have receive dupliacte attachment in
the message.

This site using Small Business Server exchange version , user using outlook
workgroup type connect download message.

also when send out i try remove the attachment, but user receive the remove
is still in the message attachment.

update information

User first draft message insert a paste pciture in the message (HTML), but
next time user forward this message and remove the picture and send out . I
have checked user send item the attachment have been remove, but user
received this message, the attachment is still here, no change.

I'm not sure on this.
I've seen it with an IMAP account only. Maybe try and Exchange group. they
might send you back here.
