MS Office XP Shortcut Bar

I have installed MS Office XP on my computer running MS
Windows 98 SE.

Installed, from the Office Tools, the Microsoft Office
Shortcut Bar. I believe the program is OSA.exe.

Everything loaded fine. The startup for the program is in
the "Startup" found in the "System Configuration
Utility". It is also placed in the "Startup Menu" in
the "Programs".

The shortcut bar does not come up when I boot up the
system. I try to run it out of the "Startup Menu" but it
does nothing!

Help!
