MS Office Outlook: Rules & ALerts

I am trying to setup my Outlook to play different sounds when different
people send me emails. It doesnt seem to work if i choose an Mp3 sound file.
Is it possible to do this?
If not is it possible to convert a Mp3 to a .wav file?
 
A quick Google will probably find converters from mp3 to wav files. I'd
expect a converted file to be large.
