How do I stop this annoying prog from launching?

I've fired up MSM, gone Tools, Options, Preferences and cleared Run Win
Msngr when Win starts, and Allow Win Msngr to run in background, but every
now and then I notice it's appeared, albeit with a red cross on it, in the
Task bar. If I try to close it it says nah nah nah you can't do that other
progs need me! Short of deleting the prog, which would make it unavailable
to other users of this PC, how can I make it FO in my account unless I call
it, which will be rarely if ever?

If I've read this right this will remove Win Msngr from my system, or at
least from my account, which is not quite what I wanted.

I want to be able to launch Win Msngr, but on my terms, i.e. when I want it,
which may be never, not when it thinks I might want it.

Or have I misunderstood?
