MS Exchange Server Mailbox

We use MS Exchange Server with users having individual Mailboxes. We want a
user to access mailboxes of other users on his workstation.
 
give permissions at the Exchange server level and then have the users add
the mailboxes from the properties of their exchange mailbox->more
settings->advanced tab.

I am not very Computer Savvy. Could you be kind enough to give me step by
step guidelines for following.

Giving Permission at Exchange Server Level
Adding mailboxes at user level
