MS Access on terminal server

I am using Windows 2000 server on a domain running terminal server. (all
updates applied).
The Access XP program works fine under administrators but users cannot use
it.
Specifically, there is one .mdb which calls and creates a reference to the
called .mde. Administrator can create this reference, but users cannot.
Anyone find the correction for this?

Should you be stuck with Access, try running regmon & filemon to see what is
causing users to not be able to run your app:
