MS Access, exclusive database access

I created an Access Database. After compacting the database, I moved both the
'mdb' and 'mde' to our Citrix server. All my users are accessing the 'mde'.
For myself when I go to the mdb and try to go in the development mode and
create a form or a report, I get the following message:

'You dont have exclusive access to database at this time. If you proceed to
make changes, you may not be able to save them later.' When I am the only one
in that particular 'mdb', is there a reason for this message? Just a side
note my database is password protected.

Any help will be appreciated.

Does the MDE contain any links to tables in the MDB?

Are the MDB and the MDE in the same folder? If so, does moving the MDB to a
different folder make any difference?

Very strange but it worked. What I did was to create another folder and move
the MDB to it and it worked.

FYI MDB and MDE donot have a link.

It's probably the MDW workgroup/record-locking file - if the MDB and the MDE
are in the same folder, and the names are the same except for the extension,
they'll both try to create a MDW with the same name - e.g., SomeFile.mdb and
SomeFile.mde will both try to create a file named SomeFile.mdw.
