You need Microsoft Project 2000, 2002, or 2003 to open the file. In
addition, you'll need to know how to use Microsoft Project and it is a
very sophisticated program.
Go back to the person who sent you this file and instead as them to send
you something in neutral form or send summaries of what they want to
communicate to you on paper, in PDF, or HTML. It's not reasonable to
send out a MPP file to people without Project or knowledge to use it.
