MP3 is (lossy) compressed WAV, so you bet that a file inflates that ratio!

Not if your output is a WAV file. MP3 to WMA file (in low bitrate) will
make a smaller file. But a WAV is uncompressed, both MP3 and WMA are
compressed.

You can shrink the format using Sound Recorder. Using the Sound Recorder,
open the WAV file and click File>Save As. Bottom of window you can change the
format to 8.000kHz, 16bit stereo You may have a very slight quality loss, but
my ears could not tell the difference.
