Is their software that can work through a directory and play 20 seconds or
so of each Mp3 track ?

1. Winamp with a plug in such as...

2. ShufflePlay is primarily an MP3 database manager - a pretty good one -
but will do it too (from start or end).

In either case you can set the playing time amount.
