Moving users in same domain to different server

We are moving a large number of users from Windows 2k
domain file server to another server. We want to retain
rights of these users files on the new server. Is there a
command line utility that will help us in this process?
 
If the new server is in the same NT or AD domain, you can do it with
robocopy.
