moving screens

I am using Access 2003.
I want to create a Visitor Tracking System in Access to keep track of the
various visitors that visit our Plant. I was thinking of the Opening Screen,
that would stay on all of the time, to say something like - "Welcom to our Co
Name" etc with a button to direct the visitor to the sign in page. But since
this would be on all of the time, I am worried that it might burn the screen.
Is there a way to make the screen come on and off or to fade in, stay on for
a couple of minutes, then fade out and then repeat the same steps over again?
Can anyone help me?

Modern monitors have overcome this problem. LCD or other flatscreen monitors
don't have "burn", and even the better CRT monitors should be fine.
