Moving FP2000 site into FP2003

I developed my website in FP2000 and have a right navigation bar of my own design. I've recently moved my site into FP2003...and am having all sorts of complications with it...Most specifically at this point:

<body> tags seem to be multiplying in the coding this causes the page information to split so that it starts out then breaks then reproduces the entire page including the right navigation bar into the page -- thus showing a double navigation bar.

I'm literally going into the code and deleting the extra body tags and code...then copying the original text back into the individual pages. But it looks like there's got to be something else going on because this recurrs every time I republish the site.

Ideas?
