Moving files by selecting and dragging

Below is the way one may copy or move a file. I am having problems moving
files into folders like it says you can in the first "Note". By selecting,
then dragging to a folder. Is there some setting that I need to correct?

To Copy or Move a File or Folder:

1. Open My Computer.

2. Click the drive or folder you want to work with.

3. Click the file or folder you want to copy or move.

4. On the Edit menu, click Copy. Or, click Cut to move or delete the item.

5. Open the folder or disk where you want to copy or move the item.

6. On the Edit menu, click Paste.

Notes:

You may also move files or folders by first selecting them, then dragging
them to another folder or subfolder.
To select consecutive files or folders to copy, cut, or move, click the
first item, press and hold down SHIFT, and then click the last item.

The easiest way I do it ; I use xplorer2 ( which uses a split screen )
, I use the original folder in one screen and drag it to the new
folder in the other screen .

1. Right-click in the right pane on the file or folder that you want to Cut
or Copy, and select Cut or Copy.
2. Open where you want to Cut or Copy to, right-click in right-hand pane,
select Paste.

Is the Folder List enabled in your Windows Explorer Explorer Bar?
