If I cut a figure and paste it to other place, its caption/title dont move
automatically with the figure. It would be better if there is any option to
join them and move them altogether.

You must select both the figure and the caption. Alternatively, you can put
both figure and caption together in a frame.

If I put figure caption inside a frame, textbox or in canvas, it don’t work
when I need to prepare ‘Table of Figures’ (try it !). More clearly, if I want
to prepare Table of Figures, figure captions inside frame/textbox dont show
up.

Obviously I can select both and cut altogether, but this is helpful only if
I use 'In line with text' option in figure layout. In other layouts, caption
may be far separated from the figure depending on the options selected.

if I join them together by using properties of frame or textbox , it cause
problem when building 'Table of Figures' that I mentioned earlier.

A text box, yes, but Word can read captions in a frame. Insert the figure In
Line With Text. Press Enter. Insert the caption beneath it in a normal text
paragraph. Select both and Insert Frame using the button on the Forms
toolbar. Remove the frame border and double-click on it to get the Format
Frame dialog, which will allow you to fine-tune its position.
